Public Communication During the Provincial Election

Tuesday, April 11 marks the start of the provincial election or writ period. As a result, the government will be observing Elections BC rules and restricting public communication and our web and social media presence to items that are statutory in nature, necessary health and safety information, or related to services that remain available to the public during the writ period.

The work of the Environmental Assessment Office will continue during the writ period. The information that is currently posted will remain and we will be posting project-specific documents to EPIC – the Environmental Assessment Office's web-based Project Information & Collaboration application - as required by our regulations. We are still available to answer questions. If you have a question, please contact us by e-mail at eaoinfo@gov.bc.ca. We will be happy to respond.

Updated Online EAO Project Information & Collaboration System

On February 2, 2017, the BC Environmental Assessment Office released a test ("beta") version of a new and improved EAO Project Information & Collaboration system (EPIC). This beta application – a fully-functional starting point upon which to build continuous improvements – makes it faster and easier to find important information, access key documents, and send in your comments during public comment periods. The Environmental Assessment Office is seeking your feedback on this beta version to build more functionality and improvements in subsequent releases. The new version of EPIC is now publicly available at https://projects.eao.gov.bc.ca and can also be accessed via the Environmental Assessment Office's website.

Minister Determines Project Reviewable

On April 3, 2017, the Environmental Assessment Office issued an order under Section 10(1)(a) of the Environmental Assessment Act (Act), referring the proposed Pacific Future Energy Refinery Project to the Minister of Environment for a determination regarding the environmental assessment. The Minister of Environment has issued an Order under section 14 of the Act requiring the Environmental Assessment Office to undertake the environmental assessment by a hearing panel. Environmental Assessment Suspension Lifted

Ajax Mine

On May 4, 2016, the Environmental Assessment Office suspended the 180-day review timeline of the environmental assessment for the proposed Ajax Mine Project. The purpose of the suspension was to fulfill requirements related to Working Group, Aboriginal consultation and public consultation, to EAO’s satisfaction. On March 29, 2017, the Environmental Assessment Office lifted the suspension, resuming the provincial timeline on day 108 of the Application review period. The Environmental Assessment Office has also extended the 180–day provincial review by an additional 110 days to align with the federal review timeline and allow for an additional public comment period on the joint assessment report and draft conditions. On March 30, 2017, the BC Environmental Assessment Office published the Environmental Assessment Certificate Policy and supporting guidance. This policy is a comprehensive guide to the development of EACs, including detailed drafting guidance to ensure all conditions are clear, measurable, and enforceable with an appropriate relationship with post-environmental assessment permitting. Cumulative Effects Framework Interim Policy

The cumulative effects framework interim policy has been released by the Natural Resource Board. The approval of the cumulative effects framework interim policy is the result of years of collaborative work developing the framework, testing procedures, refining assessments, engaging stakeholders and improving the policy.

This release includes an information bulletin that describes the relationship between the cumulative effects framework and reviewable project environmental assessment. The EAO has also posted a new bulletin describing how cumulative effects are addressed in EAO-led environmental assessments.
