It is a tool to enhance and standardize the Environmental Assessments (EA) where common issues arise, common mitigation is applied, and common commitments are frequently developed. The CIC report has been prepared based on a review of recently certified secure landfill projects. The Report is designed as a tool to reduce redundancy, and is not intended to fully replace an EA for secure landfill projects. The information in this Report provides a starting point for analysis for future EAs while allowing flexibility for interested parties to focus on key topics as necessary on a project by project basis. This approach would still enable the public, First Nations and government to identify to both the EAO and the proponent the need for studies, mitigation measures, and commitments that are tailored to each proposed project. The CIC report is intended to be used in the development of the draft Application Information Requirements (AIR), and the draft AIR should cross-reference this report where appropriate. The report is a living document and will be periodically revised as best management practices are updated.
